Device Manager Code 10: This device cannot start
The device driver attempted to load, but the operating system hardware abstraction layer received a failure status from the device firmware or bus controller.
Internal desktop parts run on harmless 12V DC voltage and cannot shock you. Simply unplug the wall power cable first, then touch the unpainted metal case frame to ground static electricity.

Shut down your computer, unplug the power cord from the wall, and hold the power button down for 30 seconds. This fully discharges peripheral controllers that got stuck in an invalid state.
Uninstall device and restart Windows
In Device Manager, right-click the failing device > select 'Uninstall device' > check 'Attempt to remove the driver for this device' if available > click Uninstall. Restart Windows to force Plug and Play re-enumeration.
Back up the registry before editing
Before making any registry changes, open Registry Editor (Win + R, type regedit, press Enter). Go to File > Export, set Export range to All, and save the .reg backup file to your Desktop. This allows a full restore if something goes wrong.
Delete UpperFilters and LowerFilters registry values
Press Win + R, type 'regedit', navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{Device_Class_GUID}, and delete corrupted UpperFilters and LowerFilters keys.
Install official manufacturer chipset and device drivers
Download and install the latest standalone driver package directly from Intel, Realtek, or your motherboard manufacturer rather than relying on generic Windows Update drivers.
