Press Win+R, type 'joy.cpl', highlight your controller, and click 'Properties' to test if raw button and axis presses register in Windows.
Remove and re-pair Bluetooth device
In Settings → Bluetooth & devices, remove the controller. Hold the pairing button until the LED flashes rapidly, and pair again.
