Metered connection setting blocking background apps and updates
Windows flagged the Wi-Fi or Ethernet connection as metered, blocking cloud synchronization, email updates, and game launcher downloads.

Go to Settings → Network & Internet → select Wi-Fi (or Ethernet) → click your network name → toggle 'Metered connection' to OFF.
Allow downloads over metered networks
In Settings → Windows Update → Advanced options → toggle ON 'Download updates over metered connections'.
Reset network data usage limit
Go to Settings → Network & Internet → Data usage → remove any configured monthly megabyte limits.
Restart background sync applications
Close and reopen OneDrive, Dropbox, and cloud backup software to restore normal upload/download bandwidth.
