Reboot into -> open Hardware Monitor / Q-Fan Control / Smart Fan. Find 'CPU Fan Step Up Time' (or Spin Up Time) and set to '3.0 seconds' (or Level 3). Set 'Step Down Time' to '5.0 seconds'.
Flatten the fan curve below 65 degrees Celsius
In the fan curve graph, keep fan speed at a constant quiet 35% to 40% from 30C up to 65C. Only ramp up fan speed when temperatures exceed 75C under actual gaming or render workloads.
