Switch Steam Download Region to nearby high-capacity server
In Steam Settings -> Downloads -> 'Download Region'. If set to an overloaded local server, switch to a neighboring major hub (e.g. Singapore, Frankfurt, or Chicago).
Exclude Steam library folder from Windows Defender real-time scanning
Open Windows Security -> Virus & threat protection -> Manage settings -> Exclusions (Add an exclusion) -> Folder. Select your 'steamapps' folder. Windows Defender scans every compressed block as Steam unpacks it, maxing out your CPU.
