PC freezes on motherboard splash screen (spinning dots freeze)
The system completes and displays the manufacturer logo, but halts indefinitely during early hardware enumeration.
Internal desktop parts run on harmless 12V DC voltage and cannot shock you. Simply unplug the wall power cable first, then touch the unpainted metal case frame to ground static electricity.

Remove external hard drives, USB audio interfaces, webcams, and flash drives. Faulty USB controllers often block kernel hardware initialization.
Disconnect secondary storage drives
A failing secondary HDD or with bad sectors will stall Windows storage enumeration during boot. Disconnect all drives except the primary OS drive.
Disable Fast Boot in BIOS
Enter setup and disable Fast Boot. This forces full hardware re-initialization on startup instead of loading cached hardware states.
Check for corrupted BIOS flash
Clear and restore defaults (F5 or F7) to discard unstable memory sub-timings or corrupted ACPI tables.
